Richard L. DuBreuil

Vice-President Of Business Development

Mr. Richard L. DuBreuil is the Vice President of Business Development for ICP Systems, with responsibilities for all military programs in the areas of Business Development, Capture Management, and program operations. Mr. DuBreuil is the lead for developing the national business planning, strategies, and marketing operations for the Ft. Bragg and Fayetteville, North Carolina area with a focus on federal government and Department of Defense opportunities.  With a deep understanding of the Army’s theater network operations, mission command systems, and cyber support to the warfighter, his experience and leadership working with top-level organizations has prepared him to cultivate and develop customer relationships focused on solving their challenges by providing opportunities that lead to innovative solutions.

A retired US Army Signal Officer, Mr. DuBreuil has over 26 years of experience operating at almost every level of the Army in the Pacific, Korea, Southwest Asia, Europe, and the United States supporting the tactical through strategic information technology needs of the warfighter particularly in the areas of satellite communications, Warfighter Information Network-Tactical (WIN-T), and communications security (COMSEC). He possesses experience as the Chief Operating Officer for the Army’s largest Theater Signal Command as well as the Chief of Enterprise Operations for the Army Reserve supporting over 200,000 customers across the globe.

Mr. DuBreuil also served with the Joint Communications Support Element (JCSE) leading the stand-up of the first Army Reserve Joint Communications Squadron which provided enroute, early entry, and scalable C4 support for regional combatant commands, special operations forces, and the XVIII Airborne Corps supporting overseas operations in Iraq, Afghanistan, and Pakistan as well as Defense Support to Civilian Authorities (DSCA) here in the United States.

Mr. DuBreuil possesses a deep military educational and professional development background including courses in national security, defense acquisition, project and program management, and information technology infrastructure library (ITIL). He obtained his undergraduate degree in Production Operations Management from James Madison University and his master’s degree in Management and Leadership from Webster University. Mr. DuBreuil is an active member of AFCEA, Military Cyber Professionals Association, and a lifetime member of the Signal Corps Regimental Association. Close.
